Cause: A non-standard R0 was encountered, indicating that the disk was not properly
initialized. A pack with non-standard R0 cannot be copied or written upon.
System Action: The job is canceled.
Programmer Action: none.
Operator Action: Check that the proper disk is assigned and mounted and rerun the job. If
the assigned disk packs are correct. the Initialize Disk program will properly format R0s.
