Most large scale CPU's have a structure that resembles a computer within a computer. Logic gates, memories, buses, and arithmetic units and connected in a somewhat generic fashion, their exact behavour is based on microcode. Microcode sets up the gates,buses, etc to execute the machine level instruction. Thus with a change in microcode one CPU can execute different instruction sets.
